Study allowances and state grants
Needs-based study allowance can be applied for by a student:
- who is a citizen of Estonia or resides in Estonia on the basis of a permanent or temporary residence permit;
- who is not on academic leave;
- who was first admitted to the university in the 2013/2014 academic year or later;
- whose period of study has not exceeded the standard period of the curriculum;
- who studies full-time and completes the curriculum's requirements in 75% or studies full-time in the first semester;
- whose family's monthly income per family member is below 329 euros.
Doctoral candidates are not eligible for needs-based study allowance, they can apply for the doctoral allowance.
Amounts of the needs-based study allowance are divided as follows: EUR 75, 135 and 220. Being qualified to any of the aforementioned amounts of the allowance depends on the average income of the student and their family members in the calendar year prior to the year of submitting an application for the study allowance. The family's average income is therefore calculated on the basis of the taxable income in the calendar year preceding the academic year of applying for the allowance.
If the monthly income is up to 82.25 euros, you are eligible for a needs-based study allowance of 220 euros per month; if the monthly income is 82,26 to 164,50 euros, you are eligible for an allowance of 135 euros per month; and if the monthly income is 164.51 to 329 euros, you are eligible for an allowance of 75 euros per month. You are not eligible for an allowance if the income per family member exceeds 329 euros.
A student is considered to belong to the same family as their parents until the age of 24, unless the student is married, a parent or a guardian. In that case, the student is considered to be a separate family.
Needs-based study allowances are granted twice per academic year: for the autumn and spring semesters. To apply for the allowance, you have to submit an application in the state portal. You can submit the application during the entire semester.
In the month of submission of the application, the allowance will be paid seven days after granting the application. Thereafter, the allowance will be paid within the first seven working days of each month. The allowance will be transferred to the student's bank account indicated in the state portal.
If the state portal lacks the respective details of your family members and their income, you can upload the respective documents. If the state portal contains an error regarding the study load completed by you, contact the university. Since the spring semester of 2014/2015 academic year, the students, whose previous income has exceeded the limit of the needs-based study allowance, but it has been decreased significantly lately, are able to apply for an allowance 135 EUR per month. The application must be submitted to the higher education institution of the respective student.
An additional time of 10 days shall be added to the procedure of an application for the need-based study allowance, starting from the moment when all of the necessary data has been obtained by the organiser of the allocation of the allowance, if there is a need for the submitted data to be specified by the applicant or there is a need for additional documents to be submitted or if the documents have been submitted to the state portal www.eesti.ee as separate files. The applicant has 15 days to specify the submitted data or submit additional documentation starting from the moment when he or she was informed about it by the organiser of the allocation of the allowance. The application shall not be proceeded if the applicant fails to fulfil the obligation.
100 euros grant is available to students who enrolled in the higher education institution in the 2013/2014 academic year or later. Applications can be made starting from the second semester of the academic year of enrolment and thereafter twice a year. The application must be submitted to the education institution.
Speciality grant starting from 160 euros
The grant is 160 euros for teacher training specialties. The application process takes place via the Archimedes Foundation twice a year.
For informatics and information technology curricula at the IT Academy, the amount of the grant is 160-300 euros. The application process takes place twice a year. Applications must be submitted to the education institution.
Specialty grants for 86 curricula (chiefly in the fields of mechanics, manufacturing and technology, and informatics and information technology) are 160 euros per month. The application process takes place twice a year. Applications must be submitted to the education institution.
Special-needs student grant
The grant is available for the student with special needs from 60 to 510 euros. The amount of the grant depends on the type and severity of the disability. The application process takes place via the Archimedes Foundation twice a year.
Grant for young people raised in a substitute home or family 160 euros
The application process takes place via the Archimedes Foundation once a year.
Grades-based study allowance
Allowance 55,93 euros is available to students who enrolled in the higher education institution before the 2013/2014 academic year. Applications for the allowance can be made for two five-month periods during the academic year. The application must be submitted to the education institution of the student.
